That’s a horned toad aka horned lizard aka horny toad. We used to have them all around here but I haven’t seen one in a long time. They’re completely harmless. I’m happy to know that there are still some out there somewhere. Your photo made me smile. š

The lichen is by Mesa Lake, Mesa Lake Trailhead, Mesa Colorado. Spiky chap knows how to blend!
